I think it's a catch-and-release thing - you catch the fish with all your fishermanly wiles, then you unhook it and give it a kiss and throw it back in the water. I was fishing at a trout-farm, so not many wiles were needed. It was a fish in a barrel situation!
There used to be a TV show about it here, Rex Hunt's Fishing Adventures. (Yeah, Aussie TV is just awesome that way!) He used to kiss his fish all the time.
